The city of Split is one of the main tourist destinations in the Republic of Croatia. The most important destination for tourists and visitors in the city of Split is the old town center (SGJ), which is located in the Grad District, where the main tourist attractions and numerous catering and accommodation facilities are located. Within Gradski Kotar Grad, there are major traffic problems, especially during the summer season, when, on a relatively small traffic area, extremely large crowds are created, which are further increased by bus, rail and sea passenger transfers from the Gradska port.
In SGJ, the traffic areas, in addition to the local population, are also loaded with tourists and one-day visitors (organized visits and free arrivals of visitors and tourists). In the mentioned zone, traffic is carried out on foot (on the Riva and other pedestrian zones), by bicycles, motorcycles, electric bicycles, electric scooters, tuk-tuks, carriages and other means of transport. SGJ is loaded with residents' vehicles and tourists' vehicles (passenger cars, campers, etc.), and there are also hotel shuttles (7+1 and 8+1 cars), minibuses, smaller and larger buses, and taxi transport. A special type of transport that also appears is the occasional organized transport of passengers - tourists. Passengers of this type of transport are usually transferred to the edge of SGJ to the only place arranged to receive such passengers (5 places for buses and 1 place for a panoramic bus) where they stay for a short time. There is a sale of vouchers for travel agencies that use these places. Carriers in occasional organized passenger transportation indicate that the places for receiving passengers in occasional transportation are too small in season, and the existing transfer billing system is relatively expensive for agencies.
In order to analyze the current state of the mentioned problems and create a solution for the parking of organized occasional passenger transport and the parking of other stakeholders in the transport process related to tourists, the Tourist Board of the City of Split entrusted the creation of a Traffic and Tourism Study of the management of visitors in occasional passenger transport near the old city center of the City of Split Institute for Tourism from Zagreb.
Scientists and experts of the Institute for Tourism have equipped a work team consisting of employees of the Institute for Tourism, i.e. associates with many years of experience in the field of transport and tourism development and its planning, as well as external consultants. Based on these researches, recommendations were given to alleviate the mentioned problems, as well as a vision of control of carriers that disembark or embark tourists around SGJ in an unregulated manner after the introduction of new video-surveillance in the City of Split.
