Nautical tourism in this Action Plan is defined as a type of tourism in which the main travel motivation is multiday sea or river cruise with the associated experiences on water and land. In Croatia, there are four types of tourism products under the nautical tourism:
- Cruising/sailing on own or rented (charter) boats and yachts (yachting tourism)
- Sea cruising on ships (mainly the so-called gullets) under the Croatian flag (national cruising)
- Sea cruising on small, medium and large ships under foreign flags (international cruising) and
- River cruising on ships under foreign flags (river cruising).
The Action Plan provides a strategic development framework for the implementation of the activities of the various relevant stakeholders in the field of nautical tourism development in the planning period of the Croatian Tourism Development Strategy until 2020. The inter-ministerial expert committee for the implementation of the Strategy is responsible for the coordination of the implementation of the Action Plan. The issue of nautical tourism in Croatia in this Action Plan is viewed primarily from the perspective of sustainable development and activities that have to be undertaken with the aim of improving the supply and increasing the attractiveness of products for customers / visitors and investors. The methodological approach to the development of this Action Plan assesses nautical tourism as a multidisciplinary phenomenon and is therefore based on the multidisciplinary approach, transparency of the work process, stakeholder involvement and relevant, representative and reliable data. Action plan for each nautical tourism product (yachting, national sea cruising, international sea and river cruising) contains a brief overview of the current situation and relevant trends, the key success factors, SWOT, vision and development goals. Furthermore, programs and activities are defined that have to be undertaken in the planning period in order to achieve the stated goals. For each development program listed are the key activities, stakeholders, implementation period and funds necessary for the implementation, as well as possible financing sources, including those from EU funds.
