On the contemporary tourism market, social tourism is an increasingly important segment of the overall tourist offer, primarily because the values that are promoted and affirmed by the social tourism, such as emancipation, dignity and equality of all members of society, are the values that are recognized as important and are deeply integrated into all major planning and development documents of the European Union. Following the examples of good practice in the EU member states, Republic of Croatia has, in its tourism development strategy, also recognized the importance of the social tourism development. Therefore, this document provides strategic framework for systematic, coordinated and comprehensive development of social tourism offer in the Republic of Croatia until year 2020. Therefore, this document defines the following: (1) the main guidelines for the development of social tourism, (2) the main target groups, at which the measures for social tourism development should be directed, (3) the vision of social tourism development and (4) identification of the main development stakeholders from the field of social tourism and their role in the planned development of social tourism.
